What Is the SBA Mentor-Protégé Program?
The SBA Mentor-Protégé Program helps small businesses (protégés) build capacity and compete for federal contracts with the guidance and support of more experienced firms (mentors).
In 2020, the 8(a) and All Small MPPs merged into a single streamlined program offering:
- Access to government contracting opportunities
- Joint venture eligibility for set-aside contracts
- Strategic business development assistance
- Less administrative overhead and faster JV approvals
Why Become a Protégé?
Protégés gain access to:
- Expert guidance on business systems and operations
- Financial resources: bonding, loans, and equity investments
- Help navigating federal procurement and contract bidding
- Education in marketing, strategic planning, and international trade
- Administrative support, such as HR sharing or security clearance guidance
- Joint venture opportunities for contracts set aside for 8(a), WOSB, SDVOSB, and HUBZone classifications
Who Qualifies for the Program?
Subsection A: Protégé Requirements
- Must qualify as a small business under a relevant NAICS code
- Organized for profit or as an agricultural cooperative
- Must identify a proposed mentor before applying
- Not currently affiliated with the mentor
Subsection B: Mentor Requirements
- Organized for profit or agricultural cooperative
- Possess sound character and not be debarred or suspended
- Have meaningful experience to provide developmental assistance
- Capable of supporting protégé growth in federal contracting
How to Apply
To apply, both mentor and protégé must:
- Register with SAM.gov
- Complete the SBA MPP online tutorial
- Execute a Mentor-Protégé Agreement (MPA)
- Apply through the Certify.sba.gov portal using the protégé’s UEI
Timeline: 15 days for screening + 90 days processing = ~105 days total
Program Duration & Compliance
Program Timeline and Annual Evaluations
- Agreements last up to 6 years, with annual evaluations required
- Protégés may have up to two mentors total, concurrently or sequentially
- SBA monitors the relationship to ensure true developmental benefits
- Changes (e.g., mentor substitution or voluntary termination) must be coordinated with SBA
If a protégé feels the mentor is not fulfilling its obligations, they may request SBA intervention.
